How to set up Meta Business Agent on WhatsApp

There is a ten-minute route for small businesses and an integration route for companies. Both start in the same place: confirming your number is eligible.

  • The agent tab only appears if the number clears the requirements
  • With no active payment method, messages are not delivered
  • Some verticals are not enabled by Meta, worth checking first

Last updated: September 2026

The short answer

A small business enables Meta Business Agent from the WhatsApp Business app in a couple of minutes: Tools, AI Agent, Continue, Accept. A company that wants it wired to its systems does it from WhatsApp Manager and the Business Agent Platform, with a Meta app, a system user and messaging permissions.

In both cases the precondition is identical: the number has to be eligible. If it is not, the option does not even show up in the interface.

Enterprise setup, step by step

This is the route to walk when the agent will be connected to your systems. Each step has a typical failure point.

  1. 1

    Check the number's eligibility

Query the Business Agent Platform eligibility endpoint with the phone number ID. If it is not eligible, nothing else matters until country, verification or account trust are resolved.

  2. 2

Create the agent and accept the terms

WhatsApp Manager shows a Meta Business Agent tab for eligible numbers. That is where the agent is created and the terms of service are accepted.

  3. 3

    Set up the payment method

An active payment method must sit in the Billing Hub before enabling the agent. Without it messages are not delivered, and the failure is not obvious.

  4. 4

Create the system user and assign assets

In business portfolio settings, create a system user with the Admin role and assign it the app and the WhatsApp Business Account, with permission to view and manage phone numbers.

  5. 5

    Generate the access token

A direct integrator generates a system user token with the messaging and management permissions. A technology partner serving multiple clients uses a business integration system user token instead.

  6. 6

Subscribe the app and switch on webhooks

Subscribe the app to the WhatsApp Business Account and enable the message, standby and handover webhook fields, which are what make human escalation possible.

  7. 7

    Configure and enable the agent

Load knowledge and instructions, declare connectors if the agent will query your systems, and only then enable it. Going live with the audience restricted to an allowlist is the sensible move.

Fast route for small businesses

If all you want is an agent answering from your public business information, no development is needed.

  • Open the WhatsApp Business app on Android or iOS
  • Go to the Tools tab and pick AI Agent
  • Tap Continue and accept the terms
  • The agent configures itself from your page, profile and website

Prerequisites

Before touching anything, this is what has to be in place.

  • A WhatsApp Business Account with an eligible phone number
  • A Meta app with the WhatsApp Business messaging and management permissions
  • An active payment method in the Billing Hub
  • Business verification in order and an account in good standing
  • A country where the agent is enabled
  • A vertical Meta allows

Countries and availability

The launch was global but the rollout is gradual, and not every language is covered.

  • Global opening on June 3, 2026, after nearly two years of testing in markets including India and Mexico
  • In LatAm: Colombia, Mexico, Argentina, Chile, Peru and Uruguay
  • In Colombia, available since July 1, 2026
  • Spanish and Portuguese are among the supported languages, but not all of them are
  • If your country or number is not enabled yet, you can join the waitlist

When the tab does not appear

This is the most common problem, and it is almost never solved by trying again. Check these in order.

  • Query the eligibility endpoint: it answers directly without depending on the interface
  • Confirm the number's country is enabled
  • Check the vertical is not on the excluded list
  • Review business verification status and account quality
  • Confirm there is an active payment method in the Billing Hub
  • Make sure the number is not already running another messaging product
  • If everything checks out and it is still missing, join the waitlist

Verticals Meta does not enable

If your business is on this list, the native agent is not an option and the route is a custom agent on the WhatsApp API.

  • Finance
  • Government
  • Health
  • Alcohol
  • Gambling
  • Over-the-counter drugs
  • Matrimony services

Frequently asked questions

From the app, minutes. With the Business Agent Platform, onboarding and webhooks take days; what consumes time is loading knowledge properly, declaring connectors and testing every action before opening it up.

Not for the app route. For connecting the agent to your systems, yes: you have to create the Meta app, manage permissions and tokens, declare connectors and handle conversation control.

Yes, but each number is handled separately and each has to be eligible. A single number cannot run several messaging products at once, so coexistence is planned number by number.

The agent replies first while your app stays in standby on the conversation, ready to take control when needed. That behavior is configured, not automatic.

When the agent is unavailable for your number or country, the WhatsApp interface itself offers the option to sign up. In the meantime everything else can be prepared: verification, billing, knowledge and connectors.

Yes. The agent is disabled and conversations return to your previous operation. Starting with an allowlist keeps the impact of any rollback small.
